ARTICLE 185.
Section 213 is amended as follows:
The President of the Republic negotiates and ratifies international treaties and agreements. It concludes international agreements not subject to ratification. He informs The National House of Representatives and the Senate.
ARTICLE 186.
Section 214 is amended as follows:
Peace treaties, commercial treaties, treaties, and agreements relating to international organizations and the settlement of international conflicts, those which involve public finances, those which modify legislative provisions, those which relate to the state of persons, those which involve exchange and addition of territory can only be ratified or approved by virtue of a law.
ARTICLE 187.
Section 215 is amended as follows:
Subject to reciprocity and according to the terms provided for in the Constitution, regularly concluded international treaties and agreements have, from their publication, an authority superior to that of the laws, subject for each treaty or agreement, to its application by the other party.
ARTICLE 188.
Section 216 is amended as follows:
If the Constitutional Court consulted by the President of the Republic, the President of The National House of Representatives or the President of the Senate, by one tenth of the deputies or one tenth of the senators, declares that an international treaty or agreement contains a clause contrary to the Constitution, ratification or approval can only take place after the revision of the Constitution.
